Coronavirus: The federal and state governments are planning these new measures

The prime ministers are planning new, tougher corona measures together with Chancellor Angela Merkel (CDU). In a draft resolution that SPIEGEL has before us, some passages are still unclear. Overall, however, numerous points seem to have already been established. In large parts there is apparently an advance agreement between the federal states and the Chancellery. This makes it likely that the measures could actually be adopted at the meeting of the country leaders with Merkel on Wednesday.
These are the plans in detail:

  • Im retail trade the maximum number of customers in the shops is to be further reduced. It is “to ensure that there is no more than one customer per 25 square meters of sales area in the shops,” says the draft; the exact number is still disputed. So far, the limit is one person on ten square meters. In addition, it should be mandatory to wear a mask in front of shops and in parking lots.

  • A “More generous test option” should keep the infections on Christmas days as low as possible. How exactly access to corona rapid tests should be simplified has not yet been determined.

  • Another aspect to be reinforced is also vague Controls of the corona measures. It is said, for example, that controls are “to be strengthened across the board and that the quarantine regulations are being checked by means of controls that are not suspected of being suspected, especially in the border area.”

  • The Christmas holidays should nationwide preferred will. An exact date has not yet been finally set. The first mentioned date for the start of the vacation, December 16, met with criticism. On Tuesday evening it was said that an agreement had been reached with the Chancellery on December 19. The days off should be used for “home self-quarantine,” it says as a recommendation.

  • The federal and state governments also appeal to citizens who Contacts to a minimum to reduce. “All citizens are called upon to avoid any unnecessary contact and to stay at home if possible,” it says. In concrete terms, this means: »Private get-togethers with friends, relatives and acquaintances are to be limited to your own and another household, but in any case to a maximum of 5 people. Children up to the age of 14 are exempt from this. «An exception should only apply to Schleswig-Holstein, where the number of infections is lower than the national average.

  • Overall it should Exceptions for the holidays give. From December 23rd to January 1st, up to ten people should be able to get together privately.

  • Also for the so-called vulnerable group the measures should be expanded. For example, from December onwards, “a total of 15 FFP2 masks can be handed over for a small personal contribution” for particularly vulnerable people. For residents of nursing homes, the opportunities to receive visitors are to be expanded: Instead of 20 are now 30 rapid tests per month provided for each person in need of care or care. For example, “residents in institutions should be able to receive family visits under the safest possible conditions”.

  • At the turn of the year it is recommended to New Year fireworks to renounce. In fact, it should only be banned in busy squares and streets.

  • Changes should also be made in the Rail transport give. According to the draft, only one seat per double seat should be reserved. The aisle seats would then be blocked. Mask controls are to be intensified. But there is still no final agreement.

  • An schools In particularly badly affected infection areas, stricter rules from class seven should apply. We are talking, for example, of hybrid teaching, i.e. alternating face-to-face teaching and homeschooling. The arrival of the pupils in the morning should also be straightened out as much as possible.

  • It should be a relief for the quarantine give: For contact persons of corona infected people, a shorter quarantine period of ten instead of the previous 14 days is to apply from December 1 – but only if a negative test is presented. The federal and state health ministers have already agreed on this independently of the deliberations of the heads of government.

CSU boss Markus Söder expressed criticism of the measures taken so far. He called for a further tightening of the previous country proposals.

Even the Baden-Württemberg Prime Minister Winfried Kretschmann (Greens) was not entirely convinced of the concept at hand. Among other things, he thinks the period of the proposed easing from December 23 to January 1 is too long, said Kretschmann.

It is also clear that despite the easing around the holidays, citizens will have to prepare for a longer shutdown. The draft resolution states: “The federal and state governments are assuming that extensive restrictions will also be required beyond the turn of the year due to the high level of infection.” A further review and assessment will be carried out before Christmas. Specifically, the federal and state governments want to agree on how to proceed by December 15.

Editor’s note: In an earlier version it was said that the federal and state governments had agreed on December 16 as the date for the early start of the holiday. In fact, the exact date is still unclear, currently December 19 is under discussion. We have adjusted the corresponding passage.
