The Saxon state government has adopted new rules to contain the corona pandemic. Prime Minister Michael Kretschmer and Health Minister Petra Köpping presented the new ordinance at a press conference on Friday evening. It comes into force on December 1st and is initially valid until December 28th. Kretschmer announced, however, that the regulation will be extended at least until the beginning of January. The ordinance is to be written down at night and published on Saturday.
Exit restrictions from an incidence value of 200
The new measures include an exit restriction that should apply from an incidence of 200 new infections per 100,000 inhabitants for five days in a row. Then people would only be allowed to leave the house for valid reasons. They should not move further than 15 kilometers from their place of residence.
Currently, only the city and district of Leipzig and the district of Meißen are below the value of 200.
Kretschmer asked the citizens for understanding and to go along with these steps. “We have to act,” he said, referring to the already difficult medical care.
If things don’t work out, all that’s left is a complete lockdown. To avoid that, we need to get down on the number.
Effects on schools and daycare centers in high incidence areas
In the so-called high incidence areas, the measures at schools and day-care centers will also be tightened. Minister of Education Christian Piwarz emphasized that daycare centers and schools with face-to-face teaching remain “the first means of choice”. In order to secure this safely and with as little restrictions as possible, the following measures for schools were decided:
- Wearing a mouth and nose cover in class is compulsory for all school types from grade 7 onwards
- The principle of fixed classes is being introduced at all primary schools and special needs schools in high incidence areas – without restricting the subject canon
- Secondary schools start alternating classes in consultation with the Ministry of Education and Cultural Affairs. The final grades and grades 5 and 6 are generally excluded.
The schools have so far mastered this in an excellent manner. I am also aware that this involves an enormous effort.
All previous hygiene and infection protection measures continue to apply. The Christmas holidays start on December 21, 2020. That means, the last day of school is December 18, 2020.
What is changing about daycare centers:
From the 200 mark onwards, there is limited regular operation with the strict separation of care groups and carers. Children from different groups and their responsible carers should be separated urgently. So-called “open concepts” are not permitted until further notice.
Approval of measures by government parties and the left
The members of the government coalition support the key points of the new Corona Protection Ordinance. It is good that from a seven-day incidence of over 200 further restrictions are prescribed, which the district administrators have to implement, said Sabine Friedel of the SPD. Alexander Dierks from the CDU added that the exit restrictions sounded worse than they actually are. All things in daily life can still be done, said Dierks. The Greens have announced the need for additional corona protection regulations. For example, the test strategy for students and teachers who are in quarantine must be clearly and consistently regulated.
The left in the opposition also support new, stricter measures in view of the infection situation in the Free State. However, Sarah Buddeberg of the Left criticizes that the discussion on Thursday in the state parliament was only a “participation simulation”. The AfD is critical of the new Corona Protection Ordinance as the only party represented in the state parliament. You have to protect risk groups with masks and otherwise return to normal, demands Ralf Weigand of the AfD.
