Vienna – The strict travel rules at Christmas time bring exceptions for professional travelers such as 24-hour carers, but not mandatory for family members. Entry into Austria from certain countries is also made easier. That is what the ordinance of the Ministry of Health, which was issued today, provides. It comes into force on Saturday 19th December.
Here is an overview of the new provisions of the Covid-19 entry regulation with questions and answers.
❓ What should be considered in general when entering the country?
In principle, anyone who enters from December 19, must be in quarantine for ten days. You can test yourself after five days at the earliest and at your own expense. There are a few exceptions, however. These depend, for example, on the country from which you are entering the country, on the reason for your entry or on your profession (see below).
❓ For entries from which countries are there exceptions?
The exceptions apply to people who come from those few countries whose corona exposure is still low and who do not have to present a negative test. These are travelers from Australia, Iceland, Japan, New Zealand, Norway, South Korea, Uruguay, the Vatican and, as the only EU countries, Finland and Ireland. However, they must have been there continuously for ten days beforehand. So it is not possible, for example, to come to Austria from Sweden via Finland and thus avoid quarantine. There are still no restrictions for people arriving from these countries.

❓ What about commuters for work or family reasons?
People who commute regularly are also allowed to enter without restrictions, with the exception of caregivers. Also excluded are people who enter the enclaves Mittelberg (Kleinwalsertal), Vomp-Hinterriss or Jungholz.
Those who come at least once a month for family purposes or to visit their partner can come without a test. It is also possible to enter the family without restrictions for unforeseeable reasons that cannot be postponed, such as serious illnesses, deaths, funerals, births and the care of people in need of support in emergencies.
These exceptional reasons must be made credible during an official review. This means that they must be explained to the authority in a comprehensible manner.
❓ What should be considered when traveling on business?
Another exception relevant to the labor market is the one for people who come to Germany for work but are not part of the regular commuter traffic. The big difference to the other groups such as commuters or passengers from safe countries: Upon entry, a medical certificate must be presented that confirms a negative PCR or antigen test and that the test was not more than 72 hours ago. If the test is only carried out in Austria, whereby an antigen test is also possible, the quarantine ends when the result is negative.
The ordinance now also includes caregivers, i.e. 24-hour care. You can also enter for humanitarian reasons or because of a court summons. If the test result is negative, diplomats and medical escorts can also come into the country without fear of quarantine.
❓ Is it only allowed to enter the country for a Christmas or New Year’s party without restrictions?
According to the new regulation, entry without restrictions is possible in the following cases: when entering from the above-mentioned countries (Australia, Finland, Ireland etc.) and when commuting regularly because of work or family / partnership.
In all other cases, i.e. if there are no regular visits or if someone only wants to travel with the family for a Christmas or New Year’s Eve party, the 10-day quarantine applies. Free testing with a negative result is possible after five days.
❓ What will change for people who are in quarantine in Austria but want to leave the country?
Anyone who is still in quarantine in Austria but would like to leave the country is given the opportunity to leave the country again with the regulation: “The quarantine can be ended prematurely for the purpose of leaving Austria, if it is ensured that the risk of infection is as high as possible when leaving is minimized, “says the paper.
