National Council wants hardship funds for more companies

The National Council voted in favor of those companies that achieved an average turnover of at least 50,000 francs in 2018 and 2019 should be considered in the hardship provision. Only in this way would not too many small companies be excluded from the measures, the council said on various occasions. The Federal Council provides for a turnover threshold of 100,000 francs, which Christa Markwalder (FDP / BE) also advocated. The council, however, spoke out in favor of the lower threshold by 112 votes to 77 with one abstention.
He made a change to the Federal Council proposal for the buses for mask refusers. He agrees that mask refusers can be fined again. However, he wants to be able to do without a fine where it is not clearly recognizable to wear a mask. This is the case, for example, in pedestrian zones. The National Council tacitly agreed to this additional regulation. Fines could already be pronounced in spring.
It was undisputed in the Council that the adjustments are necessary. All groups are calling for swift action. With the Covid-19 Act, the Federal Council’s emergency ordinance was converted into ordinary law. It was passed on September 25th and entered into force the following day. “We have a new starting position,” said Finance Minister Ueli Maurer – and this within a few days after the law was passed.
In the overall vote, the National Council approved the deal with 179 votes in favor to 17 against, with 2 abstentions. The Council of States is expected to deal with the adjustments on Wednesday. It is likely to deviate in some points from the proposals of the National Council, as the recommendations of the Economic Commission of the Council of States show.
