Schools should remain closed – opening in stages

According to the will of the education ministers, the federal states themselves should make the decision on how to proceed at the schools after the Christmas holidays. If the Corona situation in individual countries allows it, the return of the students from the distance learning currently practiced in stages will be possible, according to a resolution of the Standing Conference of the Ministers of Education and Cultural Affairs (KMK).

At the same time, however, the ministers refer to the still high seven-day incidence values and the “uncertain assessment of the infection rate” after Christmas and New Year’s Eve. Therefore, the measures decided in December – that is, distance teaching or the abolition of compulsory attendance – might have to be continued “in Germany or in individual countries”.

There seems to be no dispute between the ministers that older students (from grade 7) should continue to study at home. But even with younger students, it will mostly remain with distance teaching.

On Tuesday, Chancellor Angela Merkel (CSU) and the prime ministers of the federal states want to discuss an extension of the lockdown beyond January 10th and how to proceed in schools. Bavaria’s Prime Minister Markus Söder (CSU) had already called on Sunday that there should be no “hasty opening of schools and daycare centers”.

Primary school students go back to school first”

The -new President of the Conference of Ministers of Education and Brandenburg Education Minister, Britta Ernst (SPD), emphasized the great educational importance of face-to-face teaching for schoolchildren after the consultations with her departmental colleagues. “ If there is scope for relaxation in the federal states, elementary school students or the lower grades should be able to go to school again first,” she demanded.

In its resolution, the KMK warns that suspended attendance or distance teaching in schools will “not remain without negative consequences for the educational biographies and social participation of children and young people” over a longer period of time.

The -ministers of education “therefore emphasize the importance of a quick resumption of face-to-face teaching in schools in consideration of questions of health protection”.

The -ministers’ step-by-step plan

According to the KMK resolution, the return of children and young people to schools is to take place in three stages: In the first stage, only grades one to six should receive face-to-face lessons, while older students remain in distance learning. In the second stage, the classes from grade 7 should be divided and taught alternately at school and at home. And only in a third stage there should be face-to-face classes again for all pupils.

The -ministers of education continue to demand exceptions for the final classes, based on the federal-state resolution from mid-December. “ With a view to the qualifications and exams, exceptions to distance learning should still be possible for the final classes,” emphasized Ernst.

Federal student conference criticizes ministers

The -General Secretary of the Federal Schoolchildren’s Conference, Dario Schramm, was disappointed with the decision.

The -education ministers were once again unable to make clear, targeted statements, he criticized. “

The -question of how we will actually start school next week was consistently avoided.” It also remains unclear how to deal with final exams. “ This is another test of patience, especially for the examinees, that does not seem to end.”

Schramm emphasized that he would have liked a clear timetable. But the KMK decision does not indicate a clear course in the least. “ Today we should have dealt with the urgent questions of how to ensure fairness in education also in this time.” Too many students are currently falling by the wayside.

Head of the Chancellery warns of a quick school opening

Chancellery chief Helge Braun (CDU) warned against a quick reopening of schools.

The -corona virus was also spread in schools, he says, according to information from the Reuters agency from participants in the special meeting of the CDU / CSU parliamentary group. One must ask oneself whether the schools did not cause the virus to spread uncontrollably.

The -Bavarian State Association of Workers Welfare, on the other hand, demanded that politicians must make decisions about returning to school with “understanding and courage”. AWO state chief Thomas Beyer warned that an unlimited total lockdown of the schools would be “educationally fatal, socio-politically unjust and in terms of family policy a disproportionate additional burden that can no longer be shouldered”.

Piazolo: planning security for schools

Bavaria’s Minister of Education and Culture Michael Piazolo ( Free Voters) affirmed his position of a “cautious path” in the BR interview: There will be distance teaching with various tools, including Mebis. Piazolo was confident that the distance lessons would work better than before the Christmas holidays.

In addition, Piazolo spoke out in favor of uniform regulations for all of Bavaria, instead of proceeding according to the incidence values of the districts: “

The -constant change brings unrest in the school landscape. It is important to have a certain planning security, especially in schools, and not from Change course week to week. ”

Greens are calling for a timetable for the rest of the school year

The -Bavarian Greens parliamentary group is calling for reliable guidelines and a “timetable for the rest of the Corona school year”.

The -education policy spokeswoman for the Landtag Greens, Gabriele Triebel, emphasized that the transition and examination conditions must now be defined and communicated.

FDP education politician Matthias Fischbach called for a resilient opening strategy for schools. He demanded that Bavaria orient itself to epidemiological benchmarks and different local conditions.
