Berlin draft for “cluster strategy”: This is the opening plan of the SPD states for March 3rd – Berlin

The  Berlin Senate Chancellery is in charge of an opening proposal with which the states want to go to the next federal-state switch on March 3rd. This plan is now available to the Tagesspiegel.

The  draft was developed in exchange between the SPD states and other minister presidents. It has already been sent to the CDU-led countries. On Tuesday, all the heads of the state chancelleries will meet with the head of the chancellery, Helge Braun. Further comments from other countries are being discussed these days. ©

The  thrust for the federal-state switch next week is therefore clear. ©

The  incidences 10 and 20 are no longer included, instead a so-called cluster strategy is planned.

On Tuesday morning the Berlin Senate discussed the proposal from the Senate Chancellery. Participants spoke of an “interim status” that was “taken note of”. Before that, Berlin’s Governing Mayor Michael Müller (SPD) had exchanged ideas with Senator for Economic Affairs Ramona (Pop) and Senator for Culture Klaus Lederer (Left) over the weekend. After the Senate meeting, both stated that the paper was an “interim status” that was to be discussed with experts. ©

The  step-by-step plan is not ready for a decision at the current time and changes will be made in the coming days.

Before that, Müller had stated in an interview that he would present a “proposal without the values 10 or 25” and thus said goodbye to the fixation on incidence values for the determination of opening steps, which he himself had recently maintained.

The  paper points out steps out of the lockdown from falling below a 7-day incidence of 50 new cases per 100,000 inhabitants and week – the first even earlier.

Possible easing

According to the paper, could Children up to 12 years then go back to exercise together in the open air in groups of up to ten people, even if the incidence exceeds 50. However, all other restrictions remain in place – with the exception of the gradual reopening of schools and daycare centers that has already been initiated.

Museums open again with an incidence of less than 35

The  next easing stage or the next “cluster” comes into force as soon as the incidence value falls below 50 for seven days in a row. If that is the case, it falls Age limit for outdoor sports. In the future, groups of all ages will again be able to do sports together outside, the maximum group size will remain ten people. Indoor sports remain forbidden – a “first entry” is only provided for the “Individual or two-person sports” category, probably fitness studios.

Hairdressers are not specifically mentioned in the latest version of the plan for the body-related services in this cluster, here only medically necessary services should still be allowed – actually. On February 10th, the Chancellor and the Prime Ministers of the federal states had already agreed that Hairdressers outside the row are allowed to open from next Monday.

The  next steps would take place when the incidence falls below the 35 mark. First should Music schools, libraries, museums and memorials Restricted and gradually be allowed to reopen, as well as the retail trade with access restrictions of ten square meters of sales area per customer, or 20 square meters per customer from a sales area of 800 square meters.

Also should dining facilities may be opened gradually and for a maximum of four people from two households including curfew, too Outdoor events should be made possible as a “first entry”. ©

The  Loosening of the contact lock to a maximum of five people or two households – as well as the reopening of the Solariums. ©

The  visit to fitness studios should then again be possible without restrictions, children under 12 years of age should – by far – also be allowed to do gymnastics in groups again. Adults in groups must exercise further outside, with a maximum of ten people.

The  next opening step, in turn, takes place according to the draft – and this is the departure from earlier models – regardless of the incidence. If this is “stable or falling” for 14 days, further easing will come into force. Museums and memorials could revert to a basic operation with restricted access, too ©

The aters, opera and concert halls and cinemas should open with restricted access

Cultural events in the open air may take place up to a maximum of 250 people, in closed rooms with up to 150 people. Other markets are likely to take place again subject to conditions and with approval, the rules for catering would be relaxed and even pubs would be allowed to reopen – subject to conditions.

In addition, tourist overnight stays should be possible again. Analogous regulations apply to catering in hotels and guesthouses.

250 people in a closed room with stable values

The  next step takes place if the incidence value remains “stable or falling” for another 14 days: ©

The n you are allowed to Museums in full operation return as well as theaters, opera houses and cinemas with ventilation systems and arrangement of the audience in a checkerboard pattern Cultural events with 500 (open air) and 250 guests in closed rooms occur.

Self Clubs should be allowed to reopen, albeit with a hygiene concept and a person restriction. Group sports may be trained and competed again, the Curfew falls away, Restrictions on people in the catering industry are loosened and the general contact limitation is expanded to a maximum of ten people.

One last step, which was still included in a previous version of the paper, is omitted in the current version: It would have provided that the restrictions would largely fall after a further 14 days with stable or falling incidence. Only cultural events in the interior could have taken place with a maximum of 500 people, clubs must have a hygiene concept.

School opening “made available”

Important: In addition to the incidences and times, other so-called “dynamic factors” also play a role when deciding whether or not to implement relaxation. Under the heading “Factors that guide action”, the paper speaks of “assessment factors” such as the R-value, intensive care bed capacities and the prospective vaccination rate.

The  transition to the following cluster group should only be possible “if the 7-day R-value and the ITS capacities remain at least stable at the same time as the incidence value is stable or falling.”

In addition, the plan also contains a stipulation in the event that the number of infections increases significantly again. ©

The  gradual opening of schools and day-care centers is linked to “a further reduced infection rate” and is “made available” if the 7-day incidence is more than 100, it says.

The  current version of the cluster plan no longer includes the link to a specific R value. In the February 16 version, the following applied for all easing steps below the incidence of 35: If the R value of 0.8 is exceeded, the restrictions in force at that time remain, and further easing is canceled.

And this version of the plan is not necessarily the last: In the days leading up to the next federal-state switch on March 3rd, the wishes of other federal states can still be incorporated.
