Berlin (dpa) – Leading federal and state politicians are debating ever more heatedly about opening plans even without the corona pandemic subsiding. There are strong hopes that mass corona tests will regain more control over development.

The SPD accuses Federal Health Minister Jens Spahn (CDU) of having prematurely promised free tests. At the same time, warnings are getting louder not to provoke an unchecked increase in the number of infections through openings.

According to the Association of Accredited Laboratories in Medicine, the proportion of the more contagious British virus mutation has grown to around 30 percent, as the association announced on Tuesday based on samples from last week. According to the Robert Koch Institute, it had previously risen from 6 to around 22 percent.

CDU leader Armin Laschet admitted in Düsseldorf that the expected decline in the new infection rate to 50 or 35 per 100,000 inhabitants within seven days had not occurred. The federal and state governments had announced regional opening steps from an incidence of 35 from March 7th. A good week ago Laschet said: “We will soon reach 35 too.” Baden-Württemberg’s Prime Minister Winfried Kretschmann (Greens) said in Stuttgart that even if the number of infections does not fall below the threshold of 35, there could be a slight opening.


Laschet expects an opening strategy from the next federal-state meeting next Wednesday. He reckons with a perspective, “where will it go”. The Rhineland-Palatinate Prime Minister Malu Dreyer (SPD) called for a concrete phased plan in the “Rheinische Post”. Kretschmann dampened the hopes of the trade. A reopening of the shops is only possible if the 7-day incidence is stable below 35, according to the Green politician. Kretschmann spoke out in favor of increased use of Click & Meet – shopping by appointment. Economy Minister Peter Altmaier (CDU) wants to discuss an opening strategy with his counterparts from the federal states this Friday.

The Berlin Senate is expected to introduce its own opening plan to the federal-state consultations. The lockdown is to be extended beyond March 7th. However, there should be openings depending on the number of infected and infected people as well as the clinic occupancy rate – precisely graduated, for example for sports in small groups for children up to 12, for restaurant terraces, for shops with 10 square meters per customer and for theaters and cinemas.

Meanwhile, Hamburg is tightening the mask requirement. From the weekend, a mask will probably have to be worn in all parts of the city where distances cannot be maintained, said a Senate spokesman. A premature opening of flower shops and garden centers cannot be justified. These are planned for March 1st in some federal states.


3883 new corona infections within one day, 415 further deaths and 60.5 new infections per 100,000 inhabitants and seven days – these numbers mark the current status in Germany. 68,318 people have died from or with Covid 19. Laschet and Kretschmann urged caution. The Göttingen physicist Viola Priesemann warned in a hearing before members of the Lower Saxony state parliament that a premature relaxation of the lockdown could lead to persistently high case numbers and thus to permanent restrictions.


In his own words, Laschet has high hopes for a new app for tracking infection chains. The vaccination and test instruments also provided important criteria for openings. CSU regional group leader Alexander Dobrindt said: “Vaccination, testing and therapy lead to normality.” Dobrindt advocated digital proof as possible of having been vaccinated or tested negative – for vacation trips or visits to shops or cultural and sporting events.


The chairman of the Prime Minister’s Conference, Michael Müller (SPD), was disappointed that the planned free corona rapid tests should come later than expected. “It is again the case that the Federal Minister of Health announced things that will not come this way, or at least not that quickly,” said Berlin’s governing mayor on ZDF. Green parliamentary group leader Anton Hofreiter accused Spahn of having delivered a certificate of poverty. Spahn had announced rapid tests in test centers, practices or pharmacies from March 1. Now the federal and state governments do not want to discuss this until March 3rd. Ifo President Clemens Fuest said it was a “huge failure” of politicians that they had still not implemented a test strategy. The association of towns and municipalities called on the federal and state governments to submit a clear plan for the tests in the “Neue Osnabrücker Zeitung” newspaper.


The digital association Bitkom called for an improvement in the corona vaccination management. “This chaos in the allocation of appointments is absolutely unworthy of a high-tech nation like Germany,” said Bitkom President Achim Berg. 29 percent of the respondents in a Bitkom survey who wanted to make an appointment for a corona vaccination should have made 50 or more attempts. Because of the shortage of vaccines, the first group of people over the age of 80 and people in nursing homes have not yet been fully vaccinated. More than 650,000 more doses of the vaccine are expected to be delivered to countries by Astrazeneca this Saturday. The federal chairman of the German Association of General Practitioners, Ulrich Weigeldt, sees general practitioners in Germany ready for nationwide corona vaccinations, as he told the “Rheinische Post”. Laschet spoke out in favor of using dentists for corona vaccinations. The chairwoman of the German Ethics Council, Alena Buyx, criticized Deutschlandfunk for the fact that teachers and daycare workers should be vaccinated earlier than previously planned.
