At the same time, it is required that the agreed emergency brake should be implemented consistently in the event of a seven-day incidence of more than 100. The draft has yet to be coordinated with the countries that will consult with Chancellor Angela Merkel on Monday.
According to the draft, the federal and state governments should advise against travel that is not absolutely necessary at home and abroad at Easter. In the draft, the proposal is marked as controversial that “trips, especially vacation trips abroad (…) should be combined with an epidemiologically required quarantine and a test obligation before return and when entering the Federal Republic of Germany, regardless of incidences in the destination country”.
In a previously known draft, no new opening steps were generally provided. Rather, he referred to the again strong infection process and an exponential dynamic. However, countries and regions should be enabled to start temporary model projects in order to open up individual areas of public life with strict protective measures and a test concept.
In doing so, they should examine the feasibility of opening steps using a consistent test regime. “Central conditions here are negative test results as an access criterion, IT-supported processes for contact tracking and, if necessary, for test evidence, spatial delimitation at the municipal level and close feedback to the public health service”.
The draft also considers giving citizens vacation trips based on the principle of low-contact vacation in their own federal state. The prerequisites are compliance with the applicable contact restrictions, strict hygiene requirements and the implementation of a test regime.
This passage in the draft is put in square brackets – this indicates that there is still a need for coordination between the federal government and the states.
The proposed tightening in counties with an incidence value of more than 100 includes a curfew until 5 a.m. The paper still leaves open when it should come into force in the evening. In addition, schools and daycare centers in these districts should close or not open, “if a two-time corona test per week for educators and teachers as well as all pupils and supervised children in attendance is not guaranteed”. If the incidence value is over 200, schools and daycare centers should generally close.
In the proposal, the Chancellery also proposes a special federal program for tourism and related areas that should go beyond the previous aid programs. This special program could then be started if the epidemiological situation should not make an economically relevant opening at Easter possible, as it says in the proposal. (SDA)
