Openings despite high incidences: Corona emergency brake ignored: Will country sextet fall all of Germany into hammer lockdown?

The Chancellor has made it clear that if the Corona emergency brake is ignored, she will react with a hard lockdown under the Infection Protection Act. FOCUS Online shows an overview of which countries could provoke a new hammer lockdown.

Admittedly: With the confusion that currently prevails with the various handling of the corona rules in the 16 federal states, one can quickly get dizzy. However, the more spring-like it is outside again and the closer the Easter holidays approach, the more hope grows for new easing. And there are a whole range of examples of how municipalities, districts or entire federal states want to test alternatives to rigorous closings of culture, cuisine and consumption with mass tests, corona apps and hygiene concepts.

Actually, a reason to be happy – if it weren’t for the incidence values, active case numbers and occupancy rates of intensive care beds in Germany’s hospitals, which are currently rising significantly again. The aggressive mutants of the coronavirus are now dominating the pandemic nationwide. For this reason, Chancellor Angela Merkel set the condition at the latest Prime Minister’s Conference that if the incidence value over three days was more than 100, the “emergency brake” should be pulled and any loosening should be withdrawn.

On Sunday evening, Merkel once again made it clear that she would not hesitate to enforce a hard lockdown, if necessary via the Infection Protection Act, if the federal states do not adhere to the conditions on the emergency brake. But when you look at the list of people leaving and increasing reminders from pandemic experts, it becomes clear that the likelihood that a new hammer lockdown will soon occur continues to grow.

Saarland

CDU Prime Minister Tobias Hans pushed forward furthest, much to the displeasure of the Chancellor. After Easter from April 6th, Hans wants to implement his opening model throughout the state – and open outdoor restaurants, theaters, cinemas and fitness studios. Planned easing should be secured with massive tests.

The 7-day incidence of the Saarland, with currently 80 new infections per 100,000 inhabitants, is significantly lower than the national average, which is now 135. Experts warn, however, that even an incidence of 80 with a “continuous increase” is the “wrong signal”, says Saarbrücken pharmacy professor Thorsten Lehr. According to Lehr’s calculations, the Saarland will tear the 100 incidence around the start date of the model project. Such opening models, on the other hand, should only be attempted for values up to “just over 50”.

After all, Hans tweeted on Monday evening that the model launch could be postponed “because of the exponential growth of a third wave”.

Saxony-Anhalt

Saxony-Anhalt also does not adhere to the emergency brake from an incidence of 100. Despite a high seven-day incidence of 150 (Sunday), the state government waives stricter rules. However, openings as part of model projects are expressly permitted. The districts and independent cities can apply to the state government for trial openings with immediate effect. Various security concepts for pandemic-proof openings are to be tested. The model projects should start on April 6th.

A prerequisite for approval is an “infection hygiene assessment” by the responsible health department. The state government can only withdraw the approval if the incidence exceeds 200. In addition, the state government made electronic traceability of the contacts a condition.

Mecklenburg-Western Pomerania

Mecklenburg-Western Pomerania does not want to stick to the 100 incidence either. Closures only have to be implemented from a value of 150 at district level – such as at zoos, museums, animal parks and driving schools. Shops can still remain open from April 6th. The condition for the customers is the submission of a negative corona rapid test, which must not be older than 24 hours.

Further openings are planned from mid-April – via model projects, from which every district and every urban district can choose one. The projects should last two to three weeks. Negative test results are a prerequisite for the participants. In addition, the model projects would have to be approved by the Ministry of Health in Schwerin.

Schleswig-Holstein

From April 19, opening model projects should also be able to start in Schleswig-Holstein. The prerequisite for this is that the incidence has been below 100 for at least one week. A value that, according to experts, is much too high to start such opening projects. In the current pandemic situation, such attempts were more like “virus release experiments”, said the Giessen virologist Friedemann Weber in an interview with FOCUS Online.

Lower Saxony

Lower Saxony’s state government in Hanover has given the green light for test projects in 25 model municipalities, which are to run for a period of three weeks after Easter. Far-reaching store openings are planned. Outdoor catering, cultural institutions and fitness studios, reports the NDR. The prerequisite is that the 7-day incidence in the respective municipalities is below 200. And thus still further over the limit that experts consider to be responsible for such projects.

Berlin

There are also isolated deviations in Berlin, for example, where, despite incidences of more than 100, the retail trade remains open in all twelve districts – as do the museums and youth sports facilities. However, the prerequisite is the submission of negative corona rapid tests.

Chancellor does not want to “watch”

The majority of the other federal states adhere to the conditions agreed with the Federal Chancellor at the latest Ministerial Presidents’ Conference (MPK) last week. During an appearance on the ZDF program “Anne Will”, Merkel said on Sunday that, from her point of view, there was no need for a new MPK, but that she also “did not watch that we have 100,000 infected people”. Merkel was referring to Lothar Wieler, President of the Robert Koch Institute, who believes that it is possible that so many people can become infected in Germany every day if the Corona rules are not adhered to.
