On Sunday evening, Merkel once again made it clear that she would not hesitate to enforce a hard lockdown, if necessary via the Infection Protection Act, if the federal states do not adhere to the conditions on the emergency brake. But when you look at the list of people leaving and increasing reminders from pandemic experts, it becomes clear that the likelihood that a new hammer lockdown will soon occur continues to grow.


CDU Prime Minister Tobias Hans pushed forward furthest, much to the displeasure of the Chancellor. After Easter from April 6th, Hans wants to implement his opening model throughout the state – and open outdoor restaurants, theaters, cinemas and fitness studios. The 7-day incidence of the Saarland, with currently 80 new infections per 100,000 inhabitants, is significantly lower than the national average, which is now 135. Experts warn, however, that even an incidence of 80 with a “continuous increase” is the “wrong signal”, says Saarbrücken pharmacy professor Thorsten Lehr. According to Lehr’s calculations, the Saarland will tear the 100 incidence around the start date of the model project. Such opening models, on the other hand, should only be attempted for values ​​up to “just over 50”.

A prerequisite for approval is an “infection hygiene assessment” by the responsible health department. The state government can only withdraw the approval if the incidence exceeds 200. In addition, the state government made electronic traceability of the contacts a condition.

Mecklenburg-Western Pomerania

Mecklenburg-Western Pomerania does not want to stick to the 100 incidence either. Closures only have to be implemented from a value of 150 at district level – such as at zoos, museums, animal parks and driving schools. Shops can still remain open from April 6th. Further openings are planned from mid-April – via model projects, from which every district and every urban district can choose one. The projects should last two to three weeks. Negative test results are a prerequisite for the participants. In addition, the model projects would have to be approved by the Ministry of Health in Schwerin.


From April 19, opening model projects should also be able to start in Schleswig-Holstein. The prerequisite for this is that the incidence has been below 100 for at least one week. A value that, according to experts, is much too high to start such opening projects. In the current pandemic situation, such attempts were more like “virus release experiments”, said the Giessen virologist Friedemann Weber in an interview with FOCUS Online.

Lower Saxony

Lower Saxony’s state government in Hanover has given the green light for test projects in 25 model municipalities, which are to run for a period of three weeks after Easter.
