Graz (OTS) – On July 1, 2021, the adjustment of the notice periods for blue-collar and white-collar workers, which was decided in 2017, is to come into force, which is causing excitement and uncertainty in many domestic companies. In order not to aggravate the strained financial situation of companies in the crisis, WKO Styria President Josef Herk and Hermann Talowski, chairman of the trade and crafts division, demand that deviations in collective bargaining agreements are now permissible. Another point of criticism: the planned expansion of the NoVA to include commercial vehicles up to 3.5 tons, which is another heavy burden on many companies.
Originally, the alignment of the notice periods for blue-collar and white-collar workers should have come into effect on January 1, 2021. Due to the corona, the start was postponed to July 1, 2021 – but a no-go from the perspective of WKO Styria, because this equalization of the notice periods – which de facto means their extension – could now put the companies under additional pressure. In times like these a completely wrong measure, as WKO Styria President Josef Herk and Hermann Talowski, Chairman of the Trade and Crafts Division, emphasize: “We urgently need a postponement of the regulation! What was decided in 2017, i.e. in good times, has to be reconsidered in bad times. ”
Design KV regulations to suit the industry
For this reason, the WKO Styria is now calling for industries with a collective agreement to be able to deviate from this statutory regulation and to design the notice periods for the collective agreement in a way that is appropriate for the industry. These are negotiated with the union with a sense of proportion, market knowledge and a balance between the interests of both sides. Talowski: “The social partners know better than the legislator what is reasonable in an industry. We have a good set of rules in the KV industries. You shouldn’t change anything about that at the moment. ”What’s more: Especially after the expiry of short-time work and the associated retention period, the adjustment of the notice periods comes at a conceivably unsuitable time. “That could put an additional burden on those companies that were previously able to save themselves through the difficult period through short-time work and other transfer payments. Here, politicians need to take a careful approach, “emphasizes Herk.” It makes no sense to support companies beforehand in order to then drive them into bankruptcy with such regulations, “adds Talowski.
Functioning social partnership
This situation shows how important the instrument of social partnership is: “The solutions negotiated by employers and employees help both sides, especially in difficult times,” said Herk and Talowski. Short-time working is one of the best current examples, but important measures have also been worked out together in the past, such as the new handling.
“No” to the extension of the NoVA
Another point of criticism concerns the expansion of the NoVA, which was decided in November. Commercial vehicles up to 3.5 tons are now also affected, which is a heavy burden for many companies. An example: The purchase price for an Iveco Daily 35S16 A8 panel van will rise from the current 29,900 euros due to the NoVA alone to 43,363.60 euros in 2024. Herk and Talowski: “That is a completely wrong time, because this is exactly where companies need their small ones -Trucks as operating equipment. We are therefore calling for an exception for light trucks in the NoVA adjustment. In this situation there must not be any new burdens for the companies! “
